Jeff Garcea, a 15-year banking veteran, has joined First Heritage Bank as Arlington branch manager and commercial loan officer. Garcea previously worked in Stanwood at Skagit State Bank.

Leita Hermanson, owner of Upside Down & Design; Gerald Raphael, an Everett dentist; and Ricardo Rivera Jr., a derivatives manager for Boeing, have been appointed to serve a three-year term on the board of the Arts Council of Snohomish County.

Darlene Corcoran has been appointed vice president of branch operations for Cascade Bank. Corcoran, who has more than 35 years of banking experience, most recently was regional operations loss prevention and recovery manager.

Amy Spain, group sales executive for the Snohomish County Tourism Bureau, has been appointed president-elect of the Washington Society of Association Executives for the 2002-03 term.

Joel Anderson has joined Cascade Rehabilitation as clinic manager of the Everett location, one of four locations in Snohomish County. Anderson received his master of science in physical therapy from the University of North Dakota.

Sales associates Tracy Bannister, Brenda Slusser and Cheri Neil have joined Windermere Real Estate’s Mukilteo office; sales associate Nicole Perez has joined the Lake Stevens office; and associate broker Charlotte Kellogg has joined the south Everett office.

Hairstylist Amy Day has joined Primal Studio, located at 4610 Evergreen Way in Everett. Formerly with A Work of Art salon, Day is a graduate of the Gene Juarez Academy and offers services such as foiling, perming and coloring; haircutting and styling; facial waxing; and manicures and pedicures. CDi Engineers has hired Wesley D. Armstead as director of health-care services and Debbie Anderson to provide technical and administrative assistance to all staff members of the Lynnwood company.

Vincent Stevens of Everett recently received the Outstanding Conference Chair Award from the Washington Society of Certified Public Accountants. Stevens, a senior manager at Clark Nuber in Bellevue, was chairman of the organization’s nonprofit conference this year.

Sharron Sellers, director of communications and marketing at Edmonds Community College, is the new president of the Public Information Commission of the Washington State Board of Community and Technical Colleges.

Nancy Holiman has been promoted to manager of Frontier Bank’s Arlington office. A senior vice president with more than 29 years of banking experience, Holiman was senior vice president and manager of the bank’s main office for the past five years.

Real estate agents April Brown and Scott Weeda have joined John L. Scott Real Estate’s Monroe office, and real estate agent Jessica Crawford has joined the Lake Stevens office.

Kevin T. Moen and Erin McPherson of John L. Scott Real Estate recently earned the Certified Relocation Professional designation. Moen is the director of business development for John L. Scott Relocation, and McPherson is a corporate consultant. The CRP designation formally recognizes those who have mastered extensive knowledge on the principles and practices of relocation. The program is administered by the Employee Relocation Council.

Ray C. Pel and Jerry Ljunggren, both local Allstate insurance agents, now provide personal finance products after taking training courses and passing securities license exams. In addition to traditional insurance plans, the two can offer variable annuity, variable life and mutual funds. Pel represents Allstate in Everett, while Ljunggren is in the company’s Edmonds office.

Wayne L. Pines has joined the board of directors for Bothell-based Northwest Biotherapeutics Inc. Pines, a former associate commissioner of the U.S. Food and Drug Administration, is president of regulatory services and health-care practice at APCO Worldwide, a Washington, D.C., consulting firm. Northwest Biotherapeutics develops products to treat cancer.

Dr. Joe Cresanti, owner and clinic director of Sound Chiropractic Center of Lynnwood, has been named to a national research team that will be studying the effects that chiropractic care has on heart-rate rhythm.

Michael Yeoman has joined Perteet Engineering as survey team leader, managing five field survey crews. Yeoman, who has 30 years of survey experience, was the project manager for the Alderwood Mall expansion survey and mapping.

Dale Terwedo of Terwedo Financial Services LLC of Edmonds has been appointed to serve on the Business Advisory Council of the National Republican Congressional Committee.

Rocky M. Wens, president of Engineering Support Personnel Inc. of Lynnwood, has been named Washington State Minority Small Business Person of the Year for 2002 by the U.S. Small Business Administration.
