Christopher B. Fote has joined Sparling, a specialty electrical engineering and technology consulting firm, as a Project Manager and head of the firm’s sports lighting practice. Marc A. Jacques, a Senior Project Manager who joined Sparling in 1999, has been promoted to associate.

Frederick Mark has been hired by Aecon Buildings Inc. of Lynnwood as a Senior Estimator. He spent the past 12 years operating his own firm, Structures West Construction in Spokane.

Real estate agents JayDee Jepsen, James Hart and Charlene Blankenship have joined John L. Scott’s Lynnwood office, and Barney Becker has joined the Lake Stevens office.

Sailesh Kumar and Sharon Widen have been promoted to loan support officers at the downtown Everett branch of Frontier Bank.

Char Pike, a registered nurse, was recently promoted to Residence Director of Alterra Clare Bridge of Lynnwood.

Kevin H. Corrigan of Mill Creek is the new Human Resources Director of Seattle’s Preston Gates & Ellis law firm.

Sales associates Shawn McCoy and Linda Wendt have joined Windermere Real Estate’s Monroe office, and sales associate Deborah Hall has joined the Lynnwood office.

Mark Duffy has been appointed Executive Vice President of Coastal Community Bank. Duffy has been serving as the bank’s Chief Credit Officer since joining it in 2000, and he will continue in that role.

J.D. Sienicki has been promoted to Senior Vice President for Engineering and Product Development at Arlington-based US Marine Corp., and Paul Cherney has been named to the new position of Vice President of the Bayliner yacht division. Sienicki joined the company in 1998 as a Vice President in Engineering and Product Development. Cherney fills a new position in which he’ll be responsible for yacht sales and distribution.

Fred Baruch has been named Chief Financial Officer at American Safari Cruises of Lynnwood. Also, Jayne Davis has been promoted to Director of Operations, Tara Decrow to Manager of Inside Sales and Reservations, and Tim Jacox has been named Director of Sales and Marketing.

Florendo Cabudol and Drew Martin have joined Reid Middleton’s Structural Group as a design engineer and as an engineer, respectively. Both will be responsible for assisting in design efforts and preparing drawings, preliminary scopes of work and fee estimates. Joon Kim has joined Reid Middleton’s planning group as an entry-level planner. He will be responsible for providing peak-load land-use review services for the city of Seattle’s Department of Design, Construction and Land Use and planning-related research as well as for preparing and writing professional documents including Environmental Impact Statements.

Toni Olson has been named Assistant General Manager of Corporate Services for the Snohomish County PUD. Olson had served in an acting capacity in the position for the past 10 months. Olson came to the PUD in the early 1980s from the Washington State School System, where she managed a statewide performing-arts program. She has worked in a number of divisions and has held a variety of management positions with the PUD.
